The Centre for Democracy and Development (CDD-West Africa) is an independent, not-for-profit
and non-partisan think-and-do tank dedicated to providing strategic analysis, project management
and technical advisory, capacity building, and advocacy on issues of democratic and economic
governance, human rights, peacebuilding, security sector transformation, and sustainable
development in West Africa.


Available Position


CDD-West Africa is seeking a highly experienced and motivated candidate for the following role:
Job Title: Senior Programme Officer (Democratic Governance)
Reports to: Head of Programmes
Location: FCT–Abuja / Field Offices
Job Type: Full-time


Job Summary


This position demands outstanding capacity and experience to provide scientific direction in
conceiving, planning, and designing impactful programmes, including mobilising and managing
resources, tracking and monitoring progress for quality assurance, and resolving risks where
required to achieve maximum impact in the democratic governance space.
The role requires high-level capacity and experience in technical and administrative
implementation and delivery, including working closely with stakeholders to promote youth and
women’s empowerment and gender inclusion within the democratic governance space.


Key Roles and Responsibilities


Among the roles and responsibilities of the position are:

Leadership and Programme Strategy Development: Provide leadership and scientific direction
that aligns programmes with organisational goals and objectives.
Research and Publication: Lead and coordinate scientific research and publication.
Project Design, Resource Mobilisation, and Management: Design and oversee the management
of projects, including planning, budgeting, resource mobilisation, coordination with
stakeholders, monitoring progress and challenges, and developing solutions.
Technical Control: Provide strategic guidance and technical leadership to programme staff,
partners, and beneficiaries, including training, coaching, and mentoring.
Monitoring and Evaluation: Oversee the monitoring and evaluation of programme activities,
including data collection, analysis, and reporting.
Partnership Development: Foster partnerships with stakeholders, including government agencies, NGOs, and private sector companies.Budgeting and Financial Management: Manage programme budgets, including tracking expenses, supporting the preparation of financial reports, and ensuring compliance with donor
regulations.
Reporting and Documentation: Lead or oversee report writing, documentation, and sourcing of
other materials to support programme implementation and donor requirements.
Communication of Results: Communicate programme outcomes and impact.
Perform any other task(s) as may be assigned from time to time.


Required Qualifications


1. Education: Master’s degree in a relevant field, especially Political Science or Political
Sociology.
2. Experience: At least 5–7 years’ cognate/progressive experience in programme
conceptualisation, management, implementation, and coordination within the non-for-profit
(NGO) sector.
3. Skills:
Strong project/programme management and coordination skills
Excellent communication, interpersonal, and teamwork skills
Ability to work in a fast-paced environment and prioritise multiple tasks
Strong analytical and problem-solving skills
Proficiency in Microsoft Office and Google Suite
4. Language: Fluency in English. French and/or Portuguese is an added advantage.
5. Knowledge of programme management tools, such as Logical Framework Approach (LFA)
or Results-Based Management (RBM).
